Modified Admin Consent requirements

The permissions that CyberGate service requires have been modified to provide the same functionality with reduced permission requirements.

The previous 'User.Read.All' permission is not necessary anymore, instead we've replaced it with the new and much more restricted 'User.ReadBasic.All' permission.

CyberTwice strongly recommends to consent this reduced set of permissions, but CyberGate will still keep functioning with the already given set of permissions if no new consent has been given.
